In a world where education often comes at a high cost, the PD 451 Scholarship offered by the government stands as a beacon of aspiration for many Rizalian students.
It is primarily rooted in the noble aim of making good education possible to all—especially the poor but truly deserving. Presidential Decree No. 451 reflects a genuine commitment to uplift lives through learning and achieving. At its core, PD 451 is more than a policy—it is a commitment. A commitment that no competent student should be left behind because of financial challenges. Through this law, private schools with a sizable student population are
required to offer free tuition fee coverage to qualified scholars, this ensures that those with potential are not denied opportunity and good education, simply for lacking means. It allows them to attend tertiary level without the fear of unpaid bills or dropped enrolment, and instead focus on what truly matters: learning, developing, and thriving. Beyond finances, PD 451 helps students build confidence, self-worth, and a strong sense of meaning to fulfil their dreams, building a productive future for themselves and their family. The academic financial assistance reinforces the message that their dreams are valid and worth achieving and that life challenges do not define a good future.
The PD 451 Scholarship serves as a powerful vehicle for eradicating poverty by giving deserving but underprivileged students access to higher education—an opportunity that would otherwise be beyond their reach. It not only eases the financial burdens but also restores dignity, hope, and purpose to individuals who might have felt forgotten by the system. Through this scholarship, students from economically marginalized backgrounds are given the opportunity to dream and believe bigger as well as aim higher. As they graduate and enter professional market that can aid and provide sustainable livelihoods, they become agents of change in their own families and communities. The PD 451 Scholarship doesn’t just support education it is a sustainable investment in the future of each generation, creating social mobility and long-term economic stability.
The PD 451 Scholarship has a direct and meaningful impact on Sustainable Development
Goal (SDG) 1: No Poverty, by breaking the cycle of depravation through access to quality education. By providing full or partial financial support to students from low-income families, the PD 451 Scholarship removes the economic barriers in achieving higher education. This enables beneficiaries to pursue tertiary degrees that increase their possibility of employment and secure income in the future. As these scholars graduate and enter the workforce, they uplift not only themselves but also their families and communities,
thereby reducing intergenerational poverty.
This scholarship is not just a financial aid program—it is a strategic intervention aligned with SDG 1, transforming education into a tool for economic empowerment and social mobility. In this way, the scholarship directly advances SDG 1 by addressing the root causes of poverty—limited access to education and opportunity—and by planting seeds of transformation that grow far beyond the individual scholar.
On May 11, 1974, the President of the Philippines endorsed Presidential Decree No. 451, which mandates that private schools, colleges, and universities with a total enrollment of at least 1,000 students provide scholarship grants to deserving yet financially disadvantaged students, ensuring a ratio of one scholarship for every 500 enrolled students. Since the inception of this decree, Jose Rizal University (JRU) has consistently upheld this important commitment.
In the most recent academic year, 2024-2025, JRU granted the PD451 Scholarship to a total of 40 students, comprising four from the Basic Education Division and 36 from the College Division, furthering the institution’s dedication to fostering educational opportunities for all.
The impact of PD 451 is deeply felt—not just by the individual scholar, but by entire families and communities. This program promotes fairness and inclusivity within private education systems, reminding institutions of their role in building a just and compassionate nation. The PD 451 Scholarship is more than assistance—it is empowerment. It gives students not just a seat in the classroom, but a voice, a vision, and a future. It turns hardship into hope, and potential into purpose. And that is the kind of impact that lasts a lifetime.
